Project Description
The City of Santa Cruz is undertaking the Bethany Culvert Project following severe storm damage in January 2023, which led to road closures and detours. The Federal Highway Administration has approved over $20 million in emergency repair funding to address multiple issues along West Cliff Drive. Local consultants, including Mesiti Miller Engineering and Dudek, are collaborating with the City and Granite Construction to implement a cost-effective design that adheres to regulatory requirements and protects against future erosion. The project includes demolishing the existing culvert, installing two new ones, elevating the road surface, and improving guardrails. Construction is estimated at $9 million, with completion expected by December 2024.
The talk will be a panel of team members from the design and construction of the project as well as Kevin Crossley from the City of Santa Cruz.

As the Assistant Director and City Engineer, Kevin oversees approximately 20 full time staff who support private development review, operational functions and capital project delivery functions across the City. Kevin has worked for the City since 2012. Kevin is a licensed Civil Engineer and holds a Bachelors and Masters degree in Civil Engineering from Cal Poly – San Luis Obispo. He enjoys hiking, mountain biking, and cooking complicated dinners for his family.
