 n\n\nPresentation Description:\nPublic Works Professionals have been refer
 red to as the silent first responders\, first in\, last out. They are typi
 cally first to arrive after natural or manmade disasters\, clearing the wa
 y for other first responders\, and last to leave to leave\, long after the
  emergency is over. Yet many community members\, elected officials and eve
 n other agency departments do not regard public works as first responders.
  In response to 9/11\, the federal government issued Presidential Policy D
 irective 8\, officially recognizing public works as first responders. This
  presentation will dive into increasing the visibility of your public work
 s department with the public\, elected officials and other departments wit
 hin your agency. Practical lessons learned from other public works departm
 ents will be shared.\n\n&nbsp\;\n\nAbout the Speakers\nMr. Joubin Pakpour 
 is the current Region 8 Director for the American Public Works Association
  (APWA)\, representing over 5\,000 public works professionals from Califor
 nia on the APWA national board of directors. He has worked both in the pub
 lic and private sectors and currently serves as District Engineer for seve
 ral water districts on the San Francisco Peninsula. He has been a vocal ad
 vocate of public works for close to three decades. As a volunteer\, he tra
 vels the country\, passionately speaking on public works visibility and fi
 rst responders and sharing lessons learned from other departments.\nMr. Da
 vid Luera currently serves as the Operations &amp\; Maintenance Manager fo
 r the City of Pleasanton. During his time at Alameda County and now at the
  City of Pleasanton he has been instrumental in helping recognize the City
  and County public works employees as First Responders. He has made presen
 tations to City Councils and other Departments regarding Public Works Firs
 t responders fostering a collaborative approach with other first responder
 s (police and fire departments). He will share his presentations and lesso
 ns learned. Due to his efforts\, the City of Pleasanton now recognizes the
  Public Works Department as first responders.\nThe ASCE San Jose Branch is
  a subsidiary of the ASCE San Francisco Section\, a 501c(3) non-profit org
 anization\, operating locally in the San Francisco bay area.
