The ASCE San Jose Branch is led by a group of dedicated volunteers who take an active role in providing members value through the planning and execution of professional development, networking, and community outreach events. Our executive board consists of the President, Past-President, Vice President, Secretary, and Treasurer. In addition to the executive board, committees – led by the committee chair – take on the planning and execution of special events and activities. Past committees have included: Community Service, Government Relations, and Student Outreach.

Christian Ruiz, P.E. is a civil engineer with experience in Capital Improvement and maintenance projects involving transmission pipelines at Valley Water. He has been an Associate Engineer at Valley Water for the past 7 years working as a Construction Manager and a Pipeline Maintenance Engineer. In his free time, he enjoys playing soccer and traveling to different
countries. Christian has been with the branch for the last 4 years and is excited to deliver another successful year to ASCE.
Andrea Mosqueda, PE is a Project Engineer with Ardurra. With over 7 years of experience, she has contributed to and led design efforts for numerous general civil, transportation, stormwater, and structural engineering projects in California including several large-scale public works infrastructure projects. An active member of ASCE, Andrea has advanced the profession through her commitment to professional and community activities including K-12 and college student outreach. Andrea holds a B.S. in Civil Engineering from Stanford University and a M.S. in Civil Engineering with a structural focus from CSULB.
Amer Zreika, EIT is an Assistant Engineer at the City of Millbrae Public Works Department where he has managed various infrastructure and transportation projects. Amer holds a B.S. and M.S. in Civil Engineering from San Jose State University. Amer also serves as the President of the San Jose Younger Member Forum. In his leisure time, Amer takes pleasure in activities such as hiking, public speaking, gaming, and karaoke.
Secretary
Dr. Sudhir Kshirsagar, President of Global Quality Corp.(GQC), has leveraged his unique educational background (B.Tech. in Electronics from IIT Kharagpur, MS in Computer Science from IISc Bangalore and Ph.D. in Environmental Systems Engineering from University of Illinois – Urbana) and his vast consulting and product development experience to create the HydroTrek smart water product series that uses Internet of Things (IoT), On-premise and Cloud Computing, and deep machine learning. HydroTrek products integrate IoT sensor data for smart modeling of water and wastewater systems, what-if modeling of stormwater LID controls, advanced river spill modeling and harmful algal bloom monitoring and event detection in lakes. GQC also develops IoT hardware for environmental sensing and provides low cost IoT telemetry options. He participates in the activities of several professional societies including ACM, IEEE and AWWA, and chairs the Smart Water Technologies track committee at EWRI-ASCE. He recently collaborated with Dr. Barbara Lence from UBC to apply AI to water-main break data from several Canadian utilities and achieved more than 90% accuracy in some cases.
Treasurer
Tarang Patel, a Civil Engineering graduate student specializing in Construction Engineering at San José State University, is an enthusiastic explorer and eager learner. He is aspiring to learn and enhance his problem-solving skills and attention to detail while managing workflows for large-scale projects. Passionate about continuous growth, Tarang is always seeking new challenges to enhance his expertise.
Dhruv Patel is a Project Engineer Intern at Antora Energy. He brings a strong background in civil engineering, construction management, and infrastructure projects, with a focus on project management and infrastructure optimization. As an active member of ASCE, Dhruv is committed to advancing sustainable practices and contributing to professional and community development initiatives.
Chuck Anderson has practiced civil engineering with a focus on water resources in California for more than thirty years. As president of Schaaf & Wheeler he is experienced in the areas of flood control and drainage, water supply and distribution, wastewater collection and pumping, surface water hydrology, and groundwater; and is involved in all phases of project management and implementation, from project feasibility to construction document preparation and construction support for a wide range of public and private clients. Chuck has been involved with ASCE on the local and national levels since his time as a student at Georgia Tech. Chuck also holds a master’s degree in civil engineering from Stanford.
