Meals for our April Luncheon will be catered by CRUST – Sourdough Deli and include your choice of a Sandwich or Salad Box. Both options include chips and a cookie.

Presentation Description
City of Gonzales’ Approach to Wastewater System Expansion

City of Gonzales’ Wastewater System Expansion Program is a phased infrastructure initiative to upgrade and expand the City’s wastewater treatment capacity to support residential growth and industrial development while meeting updated regulatory requirements. The program includes construction of a new 1.0 MGD industrial wastewater treatment facility, development of a dedicated industrial wastewater conveyance system, and rehabilitation and upgrade of the existing municipal wastewater treatment plant.

The project will shift approximately 850,000 gallons per day of industrial ag-wash flows from the existing plant to the new industrial system, allowing for efficient treatment tailored to agricultural discharges. Following this diversion, the existing treatment plant will be rehabilitated and upgraded to meet current discharge requirements. Upon completion of Phase 2, the combined system will provide a total capacity of approximately 2.9 MGD, with future expansion of the industrial system to 3.5 MGD and incorporation of recycled water capabilities to support long-term growth through 2048.

Patrick Dobbins, PE is the Regional Lead for Northern California at MNS Engineers, Inc., with extensive experience in municipal engineering, public works leadership, and infrastructure planning. He previously served as the Public Works Director/City Engineer for the City of Gonzales, where he led major capital improvement initiatives, including wastewater system upgrades and expansion efforts to support residential and industrial growth. Patrick has a strong background in the planning, design, and implementation of public infrastructure projects, with a focus on delivering cost-effective and sustainable solutions for small and mid-sized communities. His experience spans wastewater, transportation, and municipal facilities, as well as regulatory coordination and funding strategy.
